Bring back php-exceptions

Please bring back php-exceptions repository. We're still using php5, so that means we use 0.7.3 version which has a dependancy on php-exceptions.

We too reference the old library. Could you please restore php-extenstions?

Obviously we'll be updating the current version of our library, but having this repo deleted breaks existing installs.
