[Feature]: Use admin Hop Bytes setting for repeater display and collision detection

**Description:**
Use the Hop Bytes in admin settings to decide how many bytes all repeaters will be displayed in the area. We use 3 byte in all of SWE region but get a lot of alerts about 1 byte collisions
