Wires release-please into this repo via the org-dotgithub reusable workflow.

What this adds

  • release-please-config.json — release-type simple, package ., changelog-path CHANGELOG.md
  • .release-please-manifest.json — bootstrap baseline
  • .github/workflows/release-please.yml — SHA-pinned caller into the org-dotgithub reusable workflow

Supply-chain note

The caller is pinned to commit f288e5e3b67b29a2c08880b76da7b852f4a132d0 of
Coding-Autopilot-System/.github/.github/workflows/release-please-reusable.yml (Phase 39 Plan 01).
That reusable workflow itself wraps googleapis/release-please-action pinned by SHA
(documented in 39-01) — no further supply-chain review needed at this layer.

Part of REQ-1.5.3 (Phase 39-02, group A). Per convention this PR is opened for review only and will not be merged by automation.

- Add release-please-config.json (release-type simple, package ".", changelog-path CHANGELOG.md)
- Add .release-please-manifest.json bootstrap baseline
- Add .github/workflows/release-please.yml calling
