Removes [form-data](https://github.com/form-data/form-data). It's no longer used after updating ancestor dependency [@firebase/rules-unit-testing](https://github.com/firebase/firebase-js-sdk/tree/HEAD/packages/rules-unit-testing). These dependencies need to be updated together.
