Add stdlib-only agent package with SpawnRequest/SpawnResult, capability and isolation parse helpers, Normalize/Validate, and canonical hook event names with vendor aliases. Bump to v0.1.6 and mirror types in proto/hawk/contracts/v1/agent.proto.

Ported from grok tools.proto finalization lifecycle and tool_meta identity envelope. Hand-written Go stays source of truth; gen/ opt-in. - tool.proto: closed ToolNamespace enum (incl. ACP reserved), ToolMeta envelope, FinalizeErrorCode, VersionWarning, FinalizeConfigViolation, and the FinalizeToolConfig single-locking-call RPC. - tools/versioning.go: BehaviorPreset (Current/Legacy) back-compat, FinalizeResult, ToolMeta, closed ToolNamespace with forward-safety parse (unknown ns errors). - additive-only version bump rule documented in proto header.
