As a contributor outside Bugcrowd, I want PR title checks to stay optional and not require a Jira ticket, so that I can open and merge pull requests in this public repository without needing access to Bugcrowd’s internal Jira workflow.
Description
This repo is an open, public repository that accepts PRs from outside the organization. We cannot require Jira tickets on PRs here.
Context
PR #33 added a workflow that enforced Jira ticket references in PR titles. That check is appropriate for internal repos, but it blocks or frustrates external contributors who do not have Jira access or use a different issue-tracking workflow.
