Adds deploy/ directory with environment-specific deploy script (deploy.sh) supporting dev and prod targets, config examples, and a developer deployment guide. Introduces charts/icrn-kernel-manager/ — a Helm chart replacing the flat kubernetes/ manifests — with two-volume storage architecture, a shared indexer pod spec helper, and a post-install/post-upgrade hook to run the indexer automatically after every deploy.
