Improve OpenSSF Scorecard results

Description

This PR does couple of changes to achieve better OpenSSF results and mitigate security risks:

• pins all used actions via sha-digest instead of floating to prevent suply-chain attacks
• add codeql for actions quality check
• add scorecard workflow
• pin docker image for lint by sha digests
• pin couple of scripts to specific commit instead of master/main branches
• add dependabot config
